Saver Plus Coordinator</p>
<p><strong>SCOPE:</strong><br />
Saver Plus aims to increase the levels of savings of people on low incomes while addressing the causes of financial exclusion, which is the lack of access to appropriate low-cost, fair and safe financial services. The program empowers people to achieve their savings goals and to develop the skills to help them build a financial base for the future. The evidence suggests the vast majority of people are maintaining these skills for the long term, with 96% of participants who complete the program meeting or exceeding their savings goals, and many of these past participants continuing to save the same amount or more up to 3 years after finishing the program.</p>
<p>Saver Plus was developed by the Brotherhood of St Laurence and ANZ in 2003, and is currently delivered from more than 60 locations by a range of community agencies, including The Smith Family, across Australia.  More than 11,000 people have participated in the program to date.</p>
<p><strong>PURPOSE:</strong><br />
The Saver Plus Coordinator’s role is to assist Saver Plus participants to establish a savings habit, build their financial knowledge and skills and save for their child/ren’s or their own education. There are four key phases to this role:</p>
<ul>
<li> Promoting and Marketing the program and recruiting participants</li>
<li> Assisting participants to develop a budget and set a savings goal</li>
<li> Delivering the MoneyMinded financial skills workshops</li>
<li> Providing participants with ongoing encouragement, coaching and support</li>
</ul>
<p><strong>KEY RESPONSIBILITIES AND DUTIES:</strong><br />
1.  Program promotion and community engagement</p>
<ul>
<li> Implement a comprehensive community engagement strategy which aims to build local community awareness of the Saver Plus program in Canberra and Queanbeyan</li>
<li> Develop and maintain an effective referral network of local schools, TAFE, Businesses, community groups and other relevant groups / organisations.</li>
<li> Promote and market the program to the members of this network to assist with recruitment of potential participants and to ensure all are well informed about eligibility, application process etc.</li>
<li> Deliver engaging information sessions to groups of interested potential participants</li>
<li> Develop relationships with the ANZ branches in the region.</li>
</ul>
<p>2.  Program Delivery</p>
<ul>
<li> Conduct interviews with participants to assess their eligibility and develop savings goals.</li>
<li> Deliver the MoneyMinded financial skills training program to groups of participants.</li>
<li> Review participants’ savings to make sure they remain eligible to receive matched funds and work with any participants who may need additional support.</li>
<li> Assist participants to obtain their matched funding.</li>
<li> Refer participants to appropriate support services where necessary.</li>
</ul>
<p>3.  Administration and Information Management</p>
<ul>
<li> Maintain accurate and confidential records using the Saver Plus database.</li>
<li> Provide monthly reports and data information to Saver Plus central unit.</li>
<li> Collect information, feedback, identify findings and work closely with evaluators of the project.</li>
<li> Keep comprehensive and confidential case notes.</li>
<li>Adhere to relevant privacy policies.</li>
</ul>
<p><strong>COMPETENCIES/KNOWLEDGE/SKILLS/EXPERIENCE:</strong></p>
<ul>
<li> Experience delivering social or financial inclusion programs highly regarded.</li>
<li> Excellent community engagement skills with the capacity to build rapport with people from varying backgrounds – in particular people on a low income.</li>
<li> Skills and confidence to market the program and establish contacts with community organisations, schools, individuals, media etc</li>
<li> Ability to work effectively with a range of stakeholders, including the Brotherhood of St Laurence and other community sector peers, ANZ and relevant government departments</li>
<li> Facilitation/coaching and/or group work skills to deliver financial literacy education program. Certificate 4 in Training and Assessment and/or relevant tertiary qualifications would be an advantage.</li>
<li> Understanding of the issues relating to access to education and an interest in learning about financial inclusion and social justice.</li>
<li> Accuracy, time management skills and an ability to work autonomously.</li>
<li> A proficient level of skill with Microsoft Word/Excel and ability to effectively and efficiently learn required data bases.</li>

<p>We also have an 8 week contract for a coordinator at one of our after school care programs that needs to be filled ASAP, this position is full time and paid at level 5.1 (approximately $26.00 per hour).</p>

<p><span style="text-decoration: underline;"><strong>About CARE Australia</strong></span><br />
CARE is an international humanitarian aid organisation fighting global poverty, with a special focus on working with women and girls to bring lasting change to their communities. As a non-religious and non-political organisation, CARE works with communities to help overcome poverty by supporting development projects and providing emergency relief. <p>CARE Australia is directly responsible for program design, implementation, monitoring and evaluation, as well as management and contractual control of all projects. Over 88 per cent of CARE’s resources support our work in poor countries, making CARE one of the most efficient of all charitable organisations.</p>
<p><span style="text-decoration: underline;"><strong>About the Department</strong></span><br />
The International Programs Department (IP) comprises of four units, Country Programs, Quality Impact, Humanitarian and Emergency Relief, Program Compliance and Information Management. IP ensures high quality and accountable project cycle management with a particular focus on Australian funded projects, and is focused on demonstrating how CARE is making a positive difference to the lives of our beneficiaries. IP works with Country Offices to improve how we measure and report on impact, mainstream gender across our program, and adapts our program to a changing climate. IP focuses on developing and maintaining relationships with key stakeholders sharing information and contributing to policy and strategy development. Staff in IP have expertise in climate change, gender, livelihoods, aid effectiveness, community and civil society development, capacity building and emergencies.</p>
<p><span style="text-decoration: underline;"><strong>About the Volunteer Position</strong></span><br />
This volunteer position is with the Humanitarian and Emergency Response Unit (HERU) and will provide the individual with a volunteer experience in the Canberra Office of CARE Australia. They will receive exposure to the operations of the HERU as well as other areas of the International Programs Department. The volunteer will contribute to and gain a detailed understanding of the information management, communication, operational and response requirements of a busy and effective emergency response team. Ideally the individual would be able to commit to one or two days a week starting in May for at least 16 weeks.</p>
<p><span style="text-decoration: underline;"><strong>Key Tasks</strong></span><br />
Tracking CARE Australia Responses against the Humanitarian Accountability Framework (HAF)</p>
<ul>
<li> Create excel spreadsheet tracking system</li>
<li> Track whether we are meeting the HAF requirements</li>
<li> Update as responses occur</li>
<li> Socialise with HERU team</li>
</ul>
<p><span style="text-decoration: underline;"><strong>Emergency Preparedness Planning</strong></span></p>
<ul>
<li> Assist HERU team to prepare for emergency preparedness planning at the Country Office level (prepare simulations, revise training materials)</li>
<li> Assist with the formulation/ compilation of EPP document per Country Office (with scneario’s and response strategies)</li>
</ul>
<p><span style="text-decoration: underline;"><strong>Humanitarian Partnership Agreement (HPA) Preparedness</strong></span></p>
<ul>
<li> Gather country office information on existing capacity (by sector, by geography)</li>
<li> Prepare capacity assessments for each CARE Country Office (starting with high risk)</li>
</ul>
<p><span style="text-decoration: underline;"><strong>Aid Effectiveness Research</strong></span></p>
<ul>
<li> Conduct research, using recent crises in the Horn of Africa and Pakistan as case studies, on funding channels and funding allocations of NGOs versus multilaterals</li>
<li> Analyse comparative effectiveness and value for money of the various aid distribution mechanisms/ models</li>
</ul>
<p><span style="text-decoration: underline;"><strong>WASH Secretariat Support</strong></span></p>
<ul>
<li> Assist the Program Officer with information management</li>
<li> Organise important WASH documents/ information onto the CARE intranet to support an increasingly remote WASH team</li>
</ul>
<p><span style="text-decoration: underline;"><strong>Support HERU Programming</strong></span></p>
<ul>
<li> Provide administrative support (hard and soft document filing, project management support) to HERU on emergency response and capacity building projects, including the CARE Australia Emergency Preparedness Plan, as required.</li>
</ul>
<p><span style="text-decoration: underline;"><strong>Other Duties</strong></span><br />
Support other parts of CARE Australia if individual work needs are identified to support the overall objectives of the International Programs</p>
<p><span style="text-decoration: underline;"><strong>Selection Criteria</strong></span></p>

<li>An interest in humanitarian and/or development aid</li>
<li> Demonstrated ability to undertake research related tasks under minimum supervision</li>
<li> Strong analytical skills and ability to synthesise large documents into succinct summary papers.</li>
<li> Demonstrated ability to work as a positive team member, in a fast paced changing environment</li>
<li> Demonstrated strong written English skills through tertiary study or report writing</li>

<p>Financial accounts for 2011 will be presented at the meeting and the 2012 CITSA Council will be announced following the closure of nominations. The AGM will be held in conjunction with a BBQ and the launch of the 2012 Teacher of the Year Awards.</p>
<p>All students welcome! Please come along and join us.</p>
